Property 1 explains that when a decimal is multiplied by a whole number, decimal places in product and given decimal are same.
Example - Multiply 2.8 with 12 and we get
2.8 X 11 = 33.6
Now you can notice that:
Product 33.6 has one decimal place i.e. digit 6
And given decimal 2.8 also has one decimal place i.e. digit 8
Let's try few more examples:
2.3 X 34 =78.2 (Both Product and given decimals have one decimal places)
4.9 X 54 = 264.6 (Both Product and given decimals have one decimal places)
5.01 X 23 = 115.23 (Both Product and given decimals have two decimal places)
3.864 X 124 = 479.136 (Both Product and given decimals have three decimal places)
Hence, above example clarifies that when a decimal is multiplied by a whole number, decimal places in product and given decimal are same.
